angeles city comelec (so incompetent)

this is a video here at angeles city… voters are haing a hard time registering, Comelec officials dont want to issue forms and dont want to process application according to them there’s no enough man power to assist them (person in vedeo the one wearing blue and glasses is Ms Marisa deguzman)
